If you've tried to run gnome-settings-daemon outside Gnome - in a fluxbox session, for example -, you'll see that you get a dbus error. This seems to be present in Ubuntu also.
To fix it, you need to change the ~/.dbus owner (sudo chown -r username:username ~/.dbus) and, of course, give your user write privileges and read privileges to the group and other users.
If this doesn't solve, you'll have to remove the dbus-session folder, located inside ~/.dbus
